Born in Little Rock, Arkansas , March 1, 1956. Admitted to Bar: 1995, Texas ; 1996, Louisiana .  Education: The University of Texas at Austin (1973-1977), University of Houston (B.G.S. in Professional Writing, with highest honors, 1991), Thurgood Marshall School of Law (J.D., with highest honors, 1995), The University of Texas School of Law (visiting student, Sunflower Award honor, 1994-1995).  Member:  State Bar of Texas (litigation section),Travis County Bar Association (litigation section), Texas Association of Defense Counsel, Travis County Women Lawyer's Association.

Prior to becoming an attorney, Ms. Karotkin was a news reporter covering government, public policy and politics in Houston, Texas . She served as the staff attorney for the 53rd Judicial District Court of Travis County, Texas from 1996 to 2001 for the Hon. Mary Pearl Williams and Hon. Scott Jenkins.
